Newcastle are set to start their National Youth League season on November 13 against Western Sydney Wanderers under coach Clayton Zane.
Jennings, the cousin of NSW State of Origin rugby league star Michael Jennings, is an addition to the squad which finished fifth in the National Premier League in the winter.
Jennings played for the Fijian under-20s side in a 3-3 trial last month against the Jets Youth and was a standout. He grew up in western Sydney, spent time with LA Galaxy and played at Bonnyrigg White Eagles before joining Welsh side Wrexham.
Pawiak, 20, who was an unused substitute twice in the A-League for the Jets in 2015, played in the NPL this year but has since finished up with the club.
The squad is: Pierce Clark, Rhyan Smith, Solomon Vaiika, Caio De Godoy, Ryan Ensor, Angus Thurgate, Finn Parris, Antonee Burke, Leroy Jennings, Cody Carroll, Cameron Joice, Tom Waller, Tyson Jackson, Pat Langois, Jake McGuinness, Noah James.
