The Wests shot stopper denied opponents Illawarra South Coast early in the shootout before doubling up with the decisive blow for Newcastle in Sydney on Monday.
Kurt Lovett, Rory Walker and Ky Willott all netted their shootout goals at Moorebank's Ernie Smith Reserve before Jordan Willott missed, but Burton ensured the Novocastrians wouldn't need to take their fifth and final stroke.
Newcastle won the shootout 3-2 after full-time scores were locked at 1-all, maintaining their undefeated record across the June long weekend tournament.
"The last one [title] was 2010 so it's pretty special," Newcastle coach Dave Willott said.
"We've made a few finals along the way, but haven't been able to crack it. The boys played really well and deserved it."
Jordan Willott, the sole surviving player from Newcastle's most recent crown nine years ago, equalised with a field goal in the third quarter of regular time.
Earlier on Monday, Newcastle beat Metro South West 3-1 in the semi-final.
Ky Willott received Newcastle's players' player award narrowly ahead of Bruton and Nick Hill.
"Everyone was so consistent across the three days," coach Willott said.
"There was only one point between our players' player."
Illawarra South Coast's Brady Anderson was named player of the tournament.
The NSW Pride, NSW Country and NSW under-21 squads are expected to be announced this week.
At the women's NSW State Championships in Bathurst, Newcastle avoided relegation from division one with a 6-0 win over Sydney East in Monday's play-off after losing all four preliminary games.
Meanwhile, former Hunter Sports High School student Mariah Williams scored a goal on her return from injury as the Hockeyroos recorded a 4-2 win over Great Britain in London on Sunday to keep third place on the FIH Pro League rankings.
Men's frontrunners the Kookaburras went down 4-3 in a penalty shootout.
