Scott picked up three points from Singleton's upset win over grand final bound Newcastle City to jump and finish one clear of Terrigal Avoca captain-coach Chris Bishop in the race to be crowned Black Diamond Cup best and fairest for 2019.
The competition's top individual gong was unveiled during the AFL Hunter Central Coast presentation held at Belmont 16s on Wednesday night.
Scott polled 20 votes overall with Bishop next best on 19. Killarney Vale's Josh Mifsud was third with 18 while last year's medal winner Tim Oosterhoff (17) ended up fourth. City's Conor Haswell collected 16.
Singleton had a breakout Black Diamond Cup season with Scott leading the way, falling one game short of Saturday's decider after being beaten by Terrigal Avoca in a preliminary final on the weekend.
The Roosters, who were promoted from second division last year, won eight of their most recent 10 appearances including an elimination final against Killarney Vale and round 14 versus Cardiff.
Also during the year Scott skippered the Black Diamond Cup representative squad, featuring victory over the South Coast in May.
Scott also received the coach MVP award on Wednesday night.
Cardiff's Izaac Hughes was recognised for a league-high 58 goals, picking up the Maurice Goolagong Trophy.
Braydon Tos from Wyong Lakes scored representative player of the year. City pair Harrison Selkirk and Reid Van Huisstede were named rising star and most outstanding young footballer respectively.
Women's player of the year was shared between Wyong Lakes' Rebecca Ives and Wallsend West Newcastle's Kate Booth on 22 votes each.
GRAND FINALS: Black Diamond Cup - Terrigal Avoca v Newcastle City (2:30pm); Women's - Maitland v Newcastle City (11:50am); Black Diamond Plate - Terrigal Avoca v The Entrance Bateau Bay (9:30am).
