Work started on the site last month, as administrative company Ferrier Hodgson started building a $9 million roundabout intersecting TC Frith Avenue and Main Road, Boolaroo.
The roundabout must be built first to allow traffic flow into the former heavy industrial estate, which was rezoned for residential and light industrial use.
Last week the company lodged a development application with Lake Macquarie council for the first stage, where 90 homes will be built.
However, David Whittman, who lives at the Speers Point end of Main Road, said he had concerns about the lack of pedestrian and cyclist access to Cockle Creek train station.
"There's nothing there," he said.
Mr Whittman suggested an overpass connecting the estate and the train station - an idea that has already been debated and knocked back by the council.
A council statement said while an overpass was considered, surveys completed by Roads and Maritime Services and the developer indicated there was little demand for one.
About 1000 homes are expected to be built.
