The pair lodged a broad new plan for their Hunter Street Mall landholdings earlier this month, reducing the controversial height limits on three key sites.
Under the revised plan, the highest proposed building would be 40 metres (12 storeys), meaning the city’s skyline will remain largely unchanged when viewed from the harbour.
Existing views to the iconic Christ Church Cathedral would also be retained.
The first stage of the approval process passed through Newcastle council on Tuesday night by 9 votes to 4.
The plans will now be forwarded to the state ministers for planning and environment and will spent 28 days on public exhibition.
