The No Parking Meters Party is registered as a party for local government elections, but is seeking to recruit the minimum 750 members needed to register for the state election.
It would stand 15 candidates for the Legislative Council at the 2011 election, with the aim of seeking the removal of meters in NSW.
Randwick City councillor Charles Matthews is behind the party.
He said voters were sick of councils using parking meters for revenue raising.
"It's an extra tax on the family car," he said.
Cr Matthews said the party also wanted free parking for nurses working at public hospitals, to help ensure their safety.
The recruitment campaign has focused on Sydney but Cr Matthews said members from across the state were sought.
Other areas, such as Newcastle, could relate to parking meters sucking money from shoppers and workers, he said.
