The Bombers welcome back last year's Black Diamond Cup best and fairest this round following a weekend off for the ruckman.
Oosterhoff was away at a wedding for Killarney Vale's most recent loss to Terrigal Avoca, but returns for Saturday's clash with the Saints in Maitland at Max McMahon Oval.
"Originally we thought it had worked out alright [with Ossterhoff away] because we were supposed to have the bye last weekend [before Lake Macquarie pulled out of the competition prior to round one]," Shackleton said.
"Then we drew Terrigal, so it wasn't ideal.
"But it's fantastic for us to have him back. It makes such a big difference and changes the way we play."
Killarney Vale (1-3 win-loss record) also have Sam Jabour, Ayden Flynn, Jordan Canobie and Justin Lloyd in the squad while Dane Amidy, Marc Adams, Luke Flack and Deklan Bates are out.
Shackleton said he was way of winless Maitland (0-4), who have been on the road all four occasions so far in 2019.
"They've had a tough draw and this is their first game at home," Shackleton said.
"I think they will be up for it and they will be physical early so that'll be a test for us."
The Saints get back Pat McMahon, Kaiden Ritchie and Aidan Damico but lose Dean Notman, Tom Grimmer and Bailey Challen.
Elsewhere in round five on Saturday, the Warners Bay Bulldogs again miss Isaiah Olsen following the teenage forward's retention in the Sydney Swans' NEAFL squad for a second straight week.
Warners Bay (2-2) host Gosford (3-1), who have made seven changes.
Newcastle City (4-0), including the likes of Ian Baker, Jack Woodhams and Jack Bowyer, will play their first game at home this season with Singleton (2-2) travelling to No.1 Sportsground.
Tim Keys debuts for Cardiff (4-0) away against Nelson Bay (0-4) while visiting Terrigal Avoca (3-1) tackle Wyong Lakes (1-3).
All games kick-off at 2pm.
