The Newcastle Herald reported a month ago that Transport for NSW and Coles had finally agreed on a plan for traffic access to the Maitland Road redevelopment after years of talks.
That deal paved the way for City of Newcastle to issue a Section 138 approval under the Roads Act, the project's final hurdle after the council approved a development application in February.
The supermarket giant is partnering with a Newcastle consortium, Mayfield Ventures, to develop the shopping centre, which will include six shops and employ about 100 people.
The saga of the project has dragged on for nine years, angering local residents and business owners affected by the large vacant site.
A first incarnation of the project was approved in 2010, but the plans have been amended several times over the ensuing years.
