Dora Creek coach David Hoban said Te Whata would bring power and experience to the Swampies' pack.
"Kene is a big, strong prop who has a great running and offload game," Hoban said.
"His defence is also a big part of his game.
"We are very pleased to welcome Kene to our roster for 2020 as we prepare to defend our title."
Te Whata played at Wyong, lower grades with Parramatta, and was with Erina in 2019.
"One of the key reasons he decided on Dora Creek for 2020 was that he wanted to be part of a club that is very focused on the family aspect and also made him and his wife Megan feel welcome," Hoban said.
Te Whata joins a pack of forwards that dominated last season. Prop Diamond Charlie was named the club's Player of the Year and Best Forward for 2019.
