At around 6.40am, officers saw a grey Mazda sedan weaving in its lane on Main Road, Bolton Point, police said.
The vehicle stopped in Bay Road, Bolton Point, and police formed the opinion that the driver was well affected by alcohol.
Police said there was another intoxicated male in the car.
The driver was subject to a breath analysis that allegedly gave a positive reading.
He was arrested and taken to the Toronto Police Station where a breath analysis returned a reading of 0.153, which is classed as high-range.
Police charged the driver with high range PCA and immediately suspended his licence.
Provisional licence holders are subject to zero alcohol provisions.
