Moga will enjoy his first taste of NRL for 2020 following the loss of Edrick Lee, who suffered his second fractured arm in as many seasons during last round's narrow win over Manly.
Hoy filled the role off the bench against the Sea Eagles but Knights coach Adam O'Brien decided to keep the livewire as a substitute.
Brodie Jones, a Cessnock junior who recently made his debut, replaces sidelined Sione Mata'utia. Jones will be an interchange option with veteran Aidan Guerra back in the 13.
