The development company has been buoyed by the recent response to the exhibition of its plans for the $76 million seniors living complex, which includes a new clubhouse and health centre.
The DA was publicly exhibited in late February.
"Over 150 members submitted a letter of support," Thirdi Group director Luke Berry said on Friday.
The council is still assessing the plans but will ultimately provide a recommendation to the Hunter and Central Coast Planning Panel, which will determine the development.
The panel approved a concept plan for the site in May last year.
The council had objected to the plans, raising concerns about the development's height, scale and character.
Mr Berry said Thirdi Group had worked hard to design a development which maximised the site's potential, but was respectful to surrounding viewpoints.
Parts of the golf course will be altered, but it will remain 18 holes.
"Whilst we're creating the density in here, you can't see it," he said. "You could have lost nine holes."
Merewether Golf Club members will have first crack at the apartments as part of an exclusive three-month sales window later this year.
"They might buy them all," Mr Berry said.
"The level of engagement pre-launch is unprecedented.
"There is nothing like this in Merewether."
