The Hockeyroos were knocked out at the quarter-final stage having produced an historic clean sweep of the preliminary rounds at the Games.
Williams, a Souths striker and Hunter Sports High School graduate, made a social media post on Wednesday just 48 hours after an upset 1-0 loss to India.
This result left the 26-year-old short of the Olympic medal matches, having suffered the same fate at her debut Games in Rio in 2016.
IN THE NEWS:
"Words cannot describe the heartbreak I feel right now," Williams said.
"Unfortunately the Roo's campaign of winning a medal in Tokyo has come to an end. I'm so so proud of how the girls played.
"Not only have I been through some extremely hard times with lengthy injuries over the past five years, the Hockeyroos have also had some challenging times.
"We've dug deep and I think we're on the right track to success not only on the field but also off the field.
"After losing the QF in Rio I told myself I will not allow myself to go through the same outcome again at the next Olympics [if selected].
"I believe we played our hearts out in the five round games and were on the right track to win a medal, but it all came down to one game and the one that mattered the most as of yet."
Williams also expressed a feeling of "guilt" but was thankful for "overwhelming" support. She added the "amazing" squad "makes everything worthwhile".
