Competing at her seventh Games, aged 41 and with two children, Dawes stopped the clock in a time of one hour, 46 minutes and 44 seconds (1:46.44).
National teammate Madison de Rozario claimed a historic Paralympic gold for Australia in the endurance event, posting a Games record (1:38.11) having narrowly held off Sweden's Manuela Schaer (1:38.12) down the home straight in the Japanese capital.
Nikita den Boer (1:38.16) from the Netherlands secured the bronze medal.
The third Aussie representative Eliza Ault-Connell (1:52.26) was 13th.
It was the fourth time Dawes has contested the marathon at the Paralympics, following on from a 6th in London (2012) and ranking ninth at both Athens (2004) and Rio (2016).
