Police were conducting stationary random breath tests on Lake Road, Argenton and observed a car stopped short of the RBT site at 11pm last night.
Officers approached the vehicle and submitted the driver to a roadside breath test, which allegedly returned a positive result.
The 41-year-old Cardiff man was arrested and taken to Toronto Police Station where another breath analysis returned a reading of 0.175.
Police charged the man with high range prescribed concentration of alcohol (PCA) and suspended his licence before driving the man home.
At 1am today, police were patrolling Lake Road when they observed the same man returning to his vehicle on a push bike.
It is alleged the man got into the car and drove a short distance before being stopped by police.
The man was again breath tested, arrested and taken to Toronto Police Station, where his break analysis returned an alleged reading of 0.161.
Officers charged the man with high range PCA and driving while suspended.
He was granted conditional bail to appear in Toronto Local Court for all offences on April 16.
