Big Brother is promoting the thought police to alter reality to a fanciful version created by the Ministry of Truth, defying intelligent people to indulge in thought crime by questioning the veracity of railways that we must now believe are buildings and have nothing to do with transport.
"Consultation" is permitted between the thought police and the proletariat so long as they don't mention anything they are concerned about and are deliriously happy that any problems raised will be totally ignored.
Although the thought police declare that the heavy rail should be replaced because it does not have sufficient patronage, the same minimal usage will apparently be sufficient to make a tram viable from the new Central to Wickham rail line interchange to Pacific Park Terminus via a huge number of disgruntled former businessowners' sites.
The Ministry of Truth needs to develop a wide range of new definitions to create the image that they have some understanding of what they are planning and that huge amounts of taxpayers' funds are diverted from essential services throughout the region to support the ubiquitous ambitions of property speculators.
Perhaps the Ministry of Truth could offer free lobotomies to the general populace to make these strange proposals more believable?
