Mr Foster has owned Classic Framing & Memorabilia in Kelton Street, Cardiff, for 17 years.
The shop fills a 240-litre bin with cardboard scraps every week.
For years, Mr Foster disposed of his recycling at Op Shop Heaven on Main Road. The free collection service was co-ordinated by the then chamber president Robert Denton, who is now a Lake Macquarie councillor.
However, the service stopped about four years ago when Cr Denton moved on. Since then Mr Foster has taken his recycling home every week as he could not find another free service and the cost of collection was too high.
