Wyong coach Rip Taylor was named coach.
NSW Cup officials said Williams' ability to play through pain was astonishing.
"There is not much you can say about this guy that hasn't already been said," officials said.
"The body of a mouse with the heart of a lion, Williams makes this team for the second straight year and perhaps had more influence in 2014 than what he had in 2013 when he claimed VB NSW Cup Player of the Year honours."
Stromquist was honoured for his work rate with and without the ball.
"Stromquist led the league in hit ups and run metres with a staggering 420 runs and he also played in all 26 of the Roos games. Magnus was also top ten in the league for tackles," officials said.
Taylor outpointed Penrith's Garth Brennan and Newcastle's Rick Stone to earn the coaching gong.
"Rip Taylor came in and took over the Roos for just their second campaign and took them from stone cold last to within a couple of converted tries of a preliminary final clash against the Panthers."
