The plan includes sports fields, a swim centre, parks, cycleways and road upgrades to cater for the extra 12,500 expected to live in the area by 2025.
Councillors voted on Monday to exhibit the Draft Charlestown Contribution Catchment Plan which requires developers to pay for the infrastructure.
A contributions plan for Morisset was adopted in 2012, and a plan for Toronto will be reviewed next year, a council spokesperson said.
