The crash occurred about 6am on Thursday at the intersection of Clarence Town Road and Brandy Hill Drive.
Police are investigating whether the dead man, who police said was 27 years old, had driven his Holden Commodore through a stop sign before being hit by another car.
The second driver, a 30-year-old man in a Toyota Land Cruiser, escaped serious injury but was taken to Maitland Hospital for observation and mandatory blood tests.
The death comes just six hours into the Easter road campaign Operation Tortoise, which continues until Monday night.
Brandy Hill Drive resident Belinda Cinotta was walking her dog at 6.15am on Thursday when police and emergency services rushed past.
About 200 metres up the road a fatal collision had taken place at the intersection of her street and Clarence Town Road.
"It's so sad, right before Easter," she said.
"It's the third accident in the last few months.
"Not long ago there was one down near Croft Road. Not even a kilometre away.
"And another down further."
Clarence Town Road’s speed limit is 100km/hr.
"It's not a windy road but it is bendy,” Ms Cinotta said.
"All the other roads around here are 80km/hr."
