Ms Tierney (Lib) resigned from Newcastle City Council in March last year after criticising the way the council had gone about hiring a new chief executive.
She was one of six NSW councillors convicted and fined for failing to lodge a disclosure outlining donations and expenditure in the 12 months to June 2016.
An investigation found that all six had failed to disclose on more than one previous occasion.
The Local Court, acting on behalf of the NSW Electoral Commission, issued the fines, which included $3300 against controversial former Auburn councillor Salim Mehajer.
Ms Tierney’s was the largest of the six fines issued by the court.
