Arms, who is four not out, claimed last round's centurions Puru Gaur (66) and Josh Emerton (10) in quick succession en route to figures of 3-20 from five overs.
Joint leaders Wests were 3-123 before the left-arm seamer struck with the wickets of Gaur and Edan Brichta (0) in back-to-back deliveries.
The dismissal of Emerton shortly after saw the Rosellas slump to 6-137.
Wests captain James King (52 not out) helped the visitors recover to make 220.
Earlier in the innings Arms produced a direct hit to get rid of Rosellas opener Shannon Bills (46). Charlestown captain Jed Dickson said Arms' run out came at a "very valuable time".
Bills and Gaur had combined for a second-wicket partnership of 98. Aaron Wivell followed for a golden duck.
Arms and fellow opener Lachlan Hitchcock (one not out) were unbeaten at 0-5 after two overs for the third-placed Magpies.
