Police said a man walked into the Free Choice Tobacconist on the corner of the Pacific Highway and Lake Street about 11.45am and picked up several items in the sore before trying to take cigarettes.
It is alleged he was then abusive towards an employee and became involved in a brief struggle with a second worker, causing a glass item he was holding to break.
The man left the shop, but then returned - making further threats to staff and stealing cigarettes from the store before fleeing.
Lake Macquarie Police attended a short time later and patrolled the area but could not find the man.
Detectives and crime scene examiners then attended and commenced an investigation.
The man was described as being of Aboriginal appearance and about 18 to 20-years-old.
Police are appealing for information from anyone who may be able to assist with inquiries.
