Klemmer faces two-to-three matches on the sidelines for his last-minute shot on Manly debutant Ben Trbojevic after NRL officials released charges on Monday.
The grade-two offence, combined with loading from prior incidents, means he would miss two games with an early plea of three games if found guilty at the judiciary.
Saifiti was named in the Blues squad for next week's Origin opener following Newcastle's 18-10 win over Manly at home on Sunday.
Knights second-rower Tyson Frizell, who didn't make the NSW team after limping off with an ankle injury on the weekend, was fined $1500 for a grade-one carless high tackle against the Sea Eagles.
Newcastle have the Eels at McDonald Jones Stadium on June 6, the Rabbitohs at Stadium Australia on June 12 and the Warriors back at home on June 19.
