The helicopter's critical care paramedic was winched into the water to rescue the pair, who were assessed by Ambulance paramedics at the scene.
A spokesperson the Ambulance said one woman was expected to be taken to Belmont Hospital for further assessment, but both were believed to be in a stable condition.
A spokesperson for the Helicopter said the older woman had been washed off rocks in the area when the younger took two inflatable lifejackets and leapt into the water to help until the helicopter arrived.
