A critical incident investigation has begun after the man was killed in a confrontation with police.
Officers continue to sweep the area on Thursday afternoon in a bid to find a second offender who is still at large.
Tuggerah Lakes police were called to Minnesota Road at Hamlyn Terrace about 9am after tracking a stolen car to the property following an earlier pursuit.
Northern Region commander Assistant Commissioner Max Mitchell said the man has raised a firearm at police before he was fatally shot.
The Homicide Squad was in the area and would examine the circumstances fully, but Assistant Commissioner Mitchell said he had been briefed on the situation and supported the officers' actions.
"I have met with all the police involved ... my view is very clear: the police have acted professionally," he said.
"In fact I believe their actions have been very heroic given the actions of the offender.
"There can be no more strenuous position for a police officer to be placed into. They have my full support, but importantly this matter will be investigated fully by the coroner."
