As the Newcastle Herald had reported, O'Toole secured the extension, which keeps him at the club until the end of 2022-23.
O'Toole, 23, joined Newcastle from Brisbane Roar midway through last season on an 18-month contract and he has since started in all 16 appearances for the Jets.
"There's a lot to like about Connor," Deans said in a release on Tuesday.
"He's a young player who wants to keep improving himself.
"He has a good attitude towards training and has a lot of improvement in him too. That's exciting for us. While he's doing well at the moment, he's got a lot more in him which we're looking forward to seeing."
O'Toole said: "I'm really happy and can see myself cementing the left-back spot here for the next few years.
"Deansy has given me a lot of confidence that the spot is mine to lose. I have found a home in Newcastle.
"There's a positive vibe in the playing group which makes it very enjoyable coming in to training every day. We have a good core of young players here."
"With Deansy locked in and players re-signing there's a vision and ability and I believe we can go towards the top of the ladder."
