Blues ruckman Connor Bradbury (ankle) and on-baller Hamish Thomson (head knock) were sidelined during the grand final replay as the Panthers delivered a message about their Black Diamond Cup title defence.
Corbin Bond kicked four majors and Mitchell Price starred as Terrigal Avoca (21.14-140) brushed aside City (6.3-39) at Hylton Moore Oval.
"It was a tough day at the office, but they were just too good for us," Cotter said.
"I can't remember the last time we won down there, it's like Kryptonite for us."
City now meet Singleton (12.11-83), who remain unbeaten after the opening two rounds courtesy of Saturday's win over Gosford (9.13-67) at Adcock Park. Kurtis Olsen landed a goal for the Roosters after being cleared of misconduct by the tribunal last week.
Killarney Vale (13.9-87) defeated Cardiff (7.14-56) at Pasterfield Sports Complex and Wyong Lakes (7.8-50) got past the Saints (6.3-39) at Maitland.
In the women's competition City, Wyong Lakes and Killarney Vale all posted victories on the weekend.
The Black Diamond Cup fixtures, men and women, between Nelson Bay and Warners Bay were postponed and have yet to be rescheduled.
