Collins was equal eighth in 2020-21 but his place for the next summer was not guaranteed given the ever-changing nature of the competition. He had finished just outside requalifying in previous campaigns before earning a spot at trials.
The former NSW ironman champion finished sixth in the last round of six in the 2020-21 series to stay inside the top 10.
He joins Swansea-Belmont's Kye Taylor in the series. Taylor was already guaranteed a maiden start after winning the Next-Gen under-19 series last summer.
The series will be held over six rounds in January and February after trials in Tugun, Queensland, in December to decide seven places each on the men's and women's circuits. Two wildcards in each round out the 20-strong series. Three rounds will be held at Bondi Beach from January 14-16 before three at Kurrawa from February 4-6.
The Next-Gen and Super Surf Teams League also return as curtain raisers to the elite series.
