Kostecki (Erebus Motorsport) was the only driver to break under one-minute and 12 seconds, clocking a time of 1:11.848.
"It just means so much to the whole team," the 25-year-old said during the event's broadcast.
"They put in a massive effort and it's great to pay the whole team back with a pole.
"We have a gruelling race coming up."
Just four-tenths of a second separated the pole setter and 10th-placed finisher James Golding.
"I've never seen a top 10 this close," Supercars legend Mark Skaife said in commentary.
Shane van Gisbergen lost valuable time when he locked up his front left wheel heading into turn two at the top of Watt Street but did well to recover and secure fifth position on the grid.
Heimgartner revealed after his lap that he was using used tyres, a position which commentators said no driver in motorsport liked to be in.
Cam Waters said after his lap that it was a "wild" ride in the new generation of cars around the Newcastle street track.
"These things are crazy around here," he said.
"Just hanging on to the bloody thing everywhere. It's going to be an interesting 95 laps."

Kostecki tops qualifying
After emerging as the fastest around the city's streets on Friday, Erebus driver Brodie Kostecki has topped qualifying ahead of the Newcastle 500's first race later this afternoon.
The 25-year-old clocked a lap time of 1:11.321 early in the 20-minute qualifying session this morning to go a tenth-of-a-second quicker than in practice yesterday.
Chaz Mostert (Walkinshaw Andretti) sat in second for the majority of the session, just .03 of a second behind Kostecki.
Reigning champ Shane van Gisbergen (Triple Eight) finished third fastest.
The top 10 drivers from qualifying will compete in a shootout at 12.35pm to determine their final grid positions for race one.
The other drivers to qualify for the shooout include: Tim Slade, David Reynolds, Cameron Waters, Broc Feeney, Andre Heimgartner, Scott Pye and James Golding.
Chevy dominated qualifying with only three Fords set to be part of the Top 10 Shootout.
"It's great to have the speed yesterday, but to carry it on today in qualifying is unreal," Kostecki said during the event's broadcast.
The 95-lap race one is due to start at 3.20pm.
